    INVITATION TO TENDER

    CONTRACT NO: 03/05/2017

    DESCRIPTION: RURAL ROAD REHABILITATION IN WARDS 5,7,12 & 13

    A NON-REFUNDABLE BID document fee of R250.00 is payable at the cashiers office during office at 07h30 to 15h00 with a lunch interval of 13h00 to 13h30 from 11 May 2017. The compulsory site briefing will be held on the 19 May 2017 at 10h00, 08 Church Street, Dannhauser Municipality Library Activity Room.

    This bid will be evaluated in terms of the 80/20 preferential point system as prescribed in the Preferential Procurement policy Framework Act (No5 of 2000)

    In terms of section 13 of the Municipal Supply Chain Management Policy and the official tender procedures, the Municipality will reject all tenders that do not comply with the following conditions:

    1. Bidders that have not furnished the municipality with:
    • Company profile
    • CIPRO registration Certificate “CK”
    • Tax Clearance Certificate and SARS Pin.
    • B-BBEE Registration certificate
    • Traceable references and experience of related work
    2. Current municipal rate account
    3. Bidders must be registered on the Central Supplier Database and proof of registration must be submitted
    4. Price(s) quoted must be valid for at least ninety (90) days after the bid closing date.
    5. Price(s) quoted must be firm and inclusive of VAT
    6. This bid is subject to the general conditions of contract (GCC) and if applicable, any other specific conditions of contract.
    7. Bidders must complete all MBD Forms.
    8. No bids will be considered from persons in the service of the state.
    9. The Municipality reserves the right to withdraw any invitation to tenders and/or to re-advertise or to reject any tender or to accept a part of it.
    10. The Municipality does not bind itself to accepting the lowest tender or award a contract to the bidder scoring the highest number of points

    CONDITIONS

    • Tenderers must be registered with the CIDB in a 4CEPE class of construction works.

    • 15% of the project must be sub-contracted to an emerging contractor or contractors located in Dannhauser

    • All material, local labour (skilled and unskilled), plant and equipment of which the appointed contractor does not have must be sourced locally.

    Only tenderers who employ staff which satisfy EPWP requirements are eligible to submit tenders

    Bid documents must be submitted in sealed envelope: clearly marked “TENDER NO: 03/05/2017 RURAL ROADS REHABILITATION” must be deposited in the tender box situated at the reception area of the Dannhauser Municipal Offices.

    Bid documents should be received not later than 12h00 on 31 MAY 2017 where after bids will be opened in public. Late, e-mailed or faxed bids will not be accepted.
